L&T wins three major civil contracts worth ₹5,328 crores for Chennai Metro's Phase II

Chennai, India (Urban Transport News): Chennai Metro Rail Limited (CMRL) last week opened financial bids for two major civil contracts pertaining to the construction of underground tunnels and elevated viaducts including metro stations for Phase 2 of the Chennai Metro Rail project.

According to the bid results, Larsen & Toubro Limited (L&T) emerged as the lowest bidder in all three contract packages i.e. TU-01, TU-02 and C4-ECV-02.

Contract Package TU-01

Scope of Work: Construction of approximately 18 km ((9 km each side) twin bored tunnels from the TBM Retrieval Shaft near Venugopal Nagar (of Line-5) to Kellys Station, and the construction of diaphragm walls, entry/exit structures of Madhavaram Milk Colony Station, Murari Hospital Station, Ayanavaram Station, and Purasaiwakkam High Road Station, including launching and retrieval shafts.

Bidders: A total of four firms/consortiums participated in the bidding process. Here is the financial position of each bidder:

  • Larsen & Toubro Limited (L&T): ₹1,998.00 crores (L1)
  • Tata Projects Limited: ₹1,999.00 crores (L2)
  • Gulermak Agir Sanayi Insaat ve Taahhut A.S.: ₹2,270.07 crores (L3)

The fourth bidder Shanghai Tunnel Engineering Co. (Singapore) Pte Ltd – Woh Hup Pte Ltd JV did not qualify the eligibility of contract during the technical evaluation process. Hence, their bids not opened by the tender committee.

The estimated value of this contract package was ₹1,800 crores.

Contract Package TU-02

Scope of Work: Construction of approximately 24 km (12 km each side) twin bored tunnels from Kellys Station to Taramani Road Junction and the construction of diaphragm walls, entry/exit structures of Chetpet station, Royapettah Government Hospital Station, Thiruvanmiyu Station, and part diaphragm wall of Greenways Road Station, including launching and retrieval shafts.

Bidders: A total of four firms/consortiums participated in the bidding process. Here is the financial position of each bidder:

  • Larsen & Toubro Limited (L&T): ₹2,385.00 crores (L1)
  • Tata Projects Limited: ₹2,542.00 crores (L2)
  • Gulermak Agir Sanayi Insaat ve Taahhut A.S.: ₹2,682.81 crores (L3)

The fourth bidder Shanghai Tunnel Engineering Co. (Singapore) Pte Ltd – Woh Hup Pte Ltd JV did not qualify the eligibility of contract during the technical evaluation process. Hence, their bids not opened by the tender committee.

The estimated value of this contract package was ₹2,550 crores.

Contract Package C4-ECV-02

Scope of Work: Construction of Elevated Metro Stations At Construction of Elevated Metro Stations at Chennai bypass crossing, Ramachandra Hospital, Iyyapanthangal Bus Depot, Katupakkam, Kumanan Chavadi, Karayan Chavadi, Mullai Thottam, Poonamallee Bus Terminus, Poonamallee Bypass & associated viaduct from chainage 17982.240 to chainage 25928.186 and approach to the depot at Poonamallee & all associated works.

Bidders: A total of three firms/consortiums participated in the bidding process. Here is the financial position of each bidder:

  • Larsen & Toubro Limited (L&T): ₹945.21 crores (L1)
  • Hindustan Construction Company – KEC International JV: ₹1,007.95 crores (L2)
  • NCC Limited: ₹1,381.47 crores (L3)

All bids now sent for final evaluation by the tender committee. If everything found as per the tender terms, CMRL will issue a letter of acceptance (LoA) to the lowest bidders to commence the work.

Financial bids of all the above contract packages were opened on 22nd January 2021.
