Mexico Awards US$425.48 million Mayan Train Section 3 Contract

Ciudad de México, Mexico (Urban Transport News): The National Fund for Tourism Promotion (Fonatur) announced the name of winners of the international public tender for the construction of Section 3 of the Mayan Train Project. The winning consortium is Construcciones Urales, SA de CV in association agreement with GAMI Ingeniería e Instalaciones, SA de CV and AZVI, SAU.
Section 3 runs approximately 172 kilometers, from Calkiní, Campeche to Izamal, Yucatán. This section will add to the 80,000 jobs that will be generated in 2020 by the construction of the Mayan Train. The United Nations Office for Project Services (UNOPS) will provide technical advice to Fonatur to promote best practices in contracting processes. In parallel and independently to Fonatur, UNOPS carried out an analysis of the 16 offers received on April 28 in accordance with international standards and expressed its agreement. Both parties concluded that the consortium made up of Construcciones Urales, SA de CV in a partnership agreement with GAMI Ingeniería e Instalaciones, SA de CV and AZVI, SAU represents the best price-quality ratio for Fonatur and the Tren Maya project. The proposal presented by this consortium meets the formal and eligibility criteria established in the specifications. In qualification criteria, it complies with the legal and administrative requirements, has the required capacity, technical and financial experience. Regarding technical criteria, this consortium ranked as the best technical offer in the areas: quality of work, capacity of the bidder, experience and specialty of the bidder, fulfillment of contracts and national content and labor. The winner obtained 95.09 points as a sum in both criteria.
The winning consortium presented its financial offer on April 28 at the Opening and Reception of Proposals for the International Public Tender for Section 3 of the Mayan Train, for an amount of 10,192,938,694.58 pesos. Adhered to the established schedule, the works for Section 3 Calkiní-Izamal will begin from May 25, with the authorization of the Ministry of Health and applying sanitary prevention measures. It should be noted that Fonatur, in coordination with UNOPS, designed a protocol for special sanitary measures to safeguard the safety and health of all workers on the site. The Mayan Train will generate economic, investment and well-being for the southeast.
